A severe foreign exchange liquidity crunch is threatening the delivery schedule of the flagship $315 million Salima–Lilongwe Water Supply Project, creating fresh headwinds for one of Malawi’s most critical infrastructure developments. Nine years after its initial launch, the strategic project remains significantly delayed, with physical execution standing at approximately 35 percent.

The operational bottlenecks stem from ongoing forex scarcity, which has slowed foreign procurement pipelines essential for capital-intensive machinery, offshore technical components, and bulk materials. With the project now in its most resource-intensive phase, key stakeholders face heightened pressure to clear supply chain hurdles and safeguard the completion target set for June 2027.

The Salima-Lilongwe Water Supply Company (SLWSC) acknowledged the macroeconomic pressures impacting procurement schedules, while emphasizing active negotiations with fiscal authorities to mitigate procurement backlogs.

“Challenges in foreign exchange availability have directly impacted crucial operational and procurement processes across the project,” stated Glimm Elliott, spokesperson for the Salima-Lilongwe Water Supply Company, in comments to MIJ Online. “However, we are continuously engaging government stakeholders to address these liquidity constraints, and we remain upbeat about meeting the June 2027 completion timelines.”

First launched in 2017 to pump 100 million liters of treated water daily from Lake Malawi to the capital city and surrounding districts, the project serves as a cornerstone for long-term municipal utility stability and urban growth. As government authorities and private developers negotiate allocation frameworks for scarce foreign currency reserves, market analysts note that timely fiscal interventions will be vital to keeping the 2027 commercial operation date within reach.
